About Charlene Watson-Fraser

Thank you for your interest in my campaign. With 24 years of Law Enforcement experience, I understand the challenges and concerns that our community faces. I am dedicated to addressing these issues head-on and working tirelessly to ensure the safety and well-being of our residents. 

 My Law Enforcement career started in 2000 with the Baltimore City Police Department, continued in 2007 with Dekalb County Police Department, then in 2012 with Clayton County Police Department. I then had a three week visit in 2022 with Griffin Police Department followed by an eight-month employment with Clayton County Sheriff’s Office and then back with Clayton County Police Department.  

 In addition to my law enforcement background, I graduated from the University of Georgia with a Bachelors Degree in Interdisciplinary studies with a concentration in psychology and sociology which has given me a unique perspective on community engagement and problem-solving. I am currently enrolled at Grand Canyon University in the Masters of Clinical Mental Health Conseling with a concentration in Child and Adolescent Counseling. I understand the importance of addressing the underlying issues that contribute to crime and social unrest. By focusing on community outreach programs and fostering positive relationships, we can create a safer and more harmonious environment for everyone. 

 

One of my main goals as the Sheriff is to secure the safety of everyone that enters the Sheriff Office, Court House, and the Jail. There are several ways I plan on accomplishing this task.  Here are some options: 

1. Perimeter Fencing that fulfills three objectives: preventing inmates from escaping, controlling inmate movements within the facility, and preventing unauthorized access to or communication with prisoners and the passage of contraband into the prison. 

2. Surveillance Cameras: Install surveillance cameras at strategic points inside and outside the jail to monitor activities and detect any suspicious behavior. 

3. Access Control Systems: Implement a robust access control system that includes electronic locks, key cards, or biometric scanners to restrict entry to authorized personnel only. 

4. Guard Towers: Construct guard towers at strategic locations around the perimeter of the jail to provide a high vantage point for security personnel to observe and respond to any security threats. 

5. Secure Entry Points: Use reinforced doors and windows that are resistant to forced entry. Install up to date metal detectors and X-ray machines to screen visitors and prevent the smuggling of contraband items. 

6. Alarm Systems: Install alarm systems that can detect unauthorized entry, break-ins, or any other security breaches. These alarms should be connected to an operable central monitoring station for immediate response. 

7. Secure Transportation: Implement strict protocols for transporting inmates, including secure vehicles, restraints, and trained personnel to ensure the safety of both inmates and staff during transit. 

8. Security Personnel: Hire and train well-qualified personnel who are responsible for maintaining order and security within the jail facility. They should be equipped with the necessary equipment along with bodycams.  

9. Emergency Response Plan: Develop a comprehensive emergency response plan that includes protocols for handling riots, escapes, medical emergencies, and other potential security incidents. 

10. Regular Inspections: Conduct regular inspections of the facility, including checks for structural integrity, security equipment functionality, and staff adherence to security protocols. 

  

Remember, securing a jail requires a multi-layered approach that combines physical barriers, advanced technology, and well-trained personnel to ensure the safety and security of both inmates and staff. 

Furthermore, my ongoing studies in clinical mental health counseling demonstrate my commitment to addressing the mental health needs of our community. I firmly believe that providing support and resources for individuals struggling with mental health issues is crucial for preventing crime and promoting overall well-being. 

I am excited about the opportunity to serve as your Sheriff. I am confident that with my experience, education, and passion for community and the Sheriff’s Office, I can make a positive impact on the lives of our residents. Together, let's build a stronger and safer Clayton County.
